WALKING WHILE BLACK? 

Never, ever consent to a search of your car or your person.

Even if you are “clean”.  If you are walking, you are NOT obligated to show your I.D.

No matter what they say. This is not apartheid. Showing them your I.D. Is a bad mistake if you are in OR out of the “system”. Once they type your name in that little computer, or write it on the pad, it could be bad news for you. 

Use your discretion. Maybe you have somewhere to go and don’t wanna waste time quoting the constitution to the officer…Either way, know your rights in the matter. 

If you are not reasonably suspected of violating the law, they really shouldn’t even be stopping you. If you are NOT under arrest? Then you may LEAVE.

(If you are not aware of your comrade’s status, you may want to comply, but it is your choice. Not an obligation. Your true obligation is to make sure your comrade knows his rights as well as you do.) 
  

DRIVING WHILE BLACK  
If you are driving, you must show your driver license and registration.

Anything else, stay quiet and say no. If they have cause to, they will search the car anyway, but if you agree to search (in car or person) you give up the right to fight it later on in court.

They tried the “if you don’t give me your I.D. we’ll have to take you to the precinct’ jazz on me many times…” But I aint been there yet.  

Remember, even if they threaten to bring the dogs out to sniff around the vicinity, you keep your cool and repeat that you do not consent to a search and wish to leave. And yes, this is even if you are not carrying contraband. Why?

WHO YA GONNA CALL? 

If you ARE arrested, don’t say anything at all. Don’t try to weasel your self out of it.

Save it. Just Make that Call. 

Everyone should have at least one person in their life that knows what to do incase you get arrested.

It should be someone that can get the word out quickly to your comrades and family. And of course it should be someone who answers their phone.

If you don’t know who you can call – take the time out immediately to choose that person. Let them know that they are your emergency contact and inform them of what you will expect from them when the time comes. 

POCKET PROTECTOR 

Do not carry anything incriminating on you or that which may otherwise implicate your comrades. This may be anything from phone numbers to pictures. Whatever you have on your person, imagine if a detective were allowed to analyze it. Would you want your phone number or info in the pocket/phone of some one that has been arrested? Start using codes or fake names in your cell phone.  

Better yet. Take it back to the old school – expand your mind:

MEMORIZE phone numbers. It takes longer to subpoena phone records then it does to scroll down the bleep of a dumb or careless hustler, finding contacts such as “Baby Mama” “Killa” and “Rico Da Connect”. Yes, I know that its easier said then done. I mean, what if your connect’s name is Rico? 

WARRANTS

This one is on you? If you are dirty or have warrants on you, you can either do all of the above and delay the inevitable, admit to the officer right away that you are wanted or carrying contraband you can fight or you can flee. I cant answer that one for you. I know people who have done all four..some at the the same time. in that order. Remember, these people are trained to handle all four so whatever decision you make, be wise..

EDITORIAL: WE STILL BANGIN’ ON THE SYSTEM

The night of November 4th 2008 (the day after the 39th observation of Black Solidarity Day)
I fell to rest watching a movie on my laptop around 10pm.
I was awakened by multiple gunshots.; It was then that I turned the Television on, confirming what the gunfire already had screamed to me. The Democratic Party’s Candidate won the election for Presidency.
 
I let the info soak in for 24 hours, the concept had been marinating in my head  for a month or so prior to Election Day. Never the reactionary, it was important for me to search my own mind and weigh all facts and circumstances in order to find and speak on the truth.
I’m ready now. Speaking to one of my comrades i have come to the conclusion that  I’m gonna KEEP banging on this system TIL WE FREE.
  
I will admit, that one of the mistakes we made as radical (as opposed to conservative/liberal) revolutionaries is that we made allowance for, and at times inspired, the  personalization of the beast. Manifest Destiny/Imperialism was the enemy before George W Bush or his father were glimmers in Prescott Bush’s eye. Nevertheless we advocated and led chants of ‘Fuck George Bush” as if he were the enemy. George Bush is not the enemy, he is just doing his job as President Of The United States.
 
Ladies and gentleman, kings and queens, comrades and spies-
just as there is more than one way to skin a cat – there is more than one way to steal an election.
 
They who have Ears, let them hear.
 Today i am Sad, Proud, scared and ashamed all in one.

 2.  The Token/Door Opener  ex. “He can’t make certain changes, he’s gotta play the game, you   know how it is. But its just the beggining, he’s opening the door for other blacks to Play The Game.”
 
3.  The Conspiracy ex. They set him up to win so he can fail and say “see, its because he’s black’. In other words, they gave us a black president so people would never vote for or desire a black president again (?)

4. Not His Mess “Bush left him a mess – He needs more than eight years to make change.”
 
5. The Spook That Sat Behind The Door Theory – “He’s just saying that so the white folks will vote for him, he’ll change once he’s in. Lets just wait. Be Patient”.
 
6. Good Cop Bad Cop- ex- Anything is better than george bush.
 
What Obama supporters have done is pledge allegiance to this man regardless of whom or what. It is dangerous when a people do not have the ability to question and criticize their Leader. How much more dangerous is it when the people dont have the Will to do so?
 
He is one politician that doesn’t have to lie. He can say what he wants and as long as he punctuates each speech with the words: CHANGE or HOPE or DREAM well then there goes that Wasckally Wabbit Again. 
 
 OUR PRESIDENT?
Today i spoke to someone and the topic was how The President Elect supported the decision of the Sean Bell Murder case. I was told “he’s not always gonna be perfect”
I dont expect him to be perfect, but why do we come together on a street level to support a man who wouldnt lend us his support in a critical time?
 
What most dont know or choose to ignore is that the President Elect didnt have the social experience or the cultural background of the people who were busting their guns in the air outside of the pentecostal churches their were grandparents praying in last night.
So I dont expect him to understand or address the problems those people face.
 
His father was Kenyan, yes, but he never knew this man and was instead raised by his maternal grandparents in Hawaii who he admits were themselves ‘racist”. 
Now be clear – This doesnt make him less anything except for in touch.
In short – “every brother, aint a brother”. Maybe this is why he supports AFRICOM
 
WAR AND PEACE
The President is the Commander in Chief of the Armed Forces of the United States.
Plain and simple. So lets cut the peace crap out. they dont make Presidents who dont go to war. They never have, and they never will. The first president was a warrior and the last presidnet will be a warrior.

The President elect doesnt want to end war in the middle east.
He states that he wants to bring the WAR in IRAQ  to a respectable, responsible and honorable end and move the concentration of efforts to Afghanistan.
 
Here’s the thing – what does that actually mean? And how different is that from the respectable, responsible and honorable end that George Bush has been speaking about?
 
Does anyone notice that the projected length of EXIT time became longer and longer? Then it became a 18 month REDUCTION (not exit). Its pretty much the same plan Bush had.

 Above notwithstanding, regardless of what he says; he votes for war and for hundreds of billions of dollars to be allocated to war – not to mention a cool 15 billion for “military construction” The last time was june of 2008. But he knows that most people dont review voting records. Hell, most people dont even know who they voted into congress.
 
 Colin Powell and Barack Obama getting together was more of the same mind trap..
Because we fell for the capitalist ruse of racism along with  imperialism driven tribalism;
 all we see is two black brothers getting together for change.
Have we forgotten Colin Powell was the republican party’s chief War Monger? Lets not get it twisted. He’s for Peace hunh? George Bush and John McCain all said that too.
But as a senator, does he VOTE for peace or did he vote for billions more to be advocated to the Iraq-Afghanistan War?
Until he is speaking on the immediate cessation of funding for war and moves to dismantle the apparatus that implements schemes of regime change around the world- you can kill dat noise about peace.

How can you be about peace when you take such a Staunch stand? No president has ever gone that far. But Obama pushes the envelope. No wonder that he chose Rahm Emmanuel as his Chief of Staff (do your homework)
 Now he’s about peace, but he plants his feet in the ground and gives the middle finger to Palestine – and of course, the Islamic World. So where’s the peace, when he is not even for giving a Piece of Land (Back, might I add!)
When we all know this is the source of most of the TURMOIL in the world.
 
Again, the guy supports AFRICOM and in the same breath tells you he relates because of his absentee Kenyan father. He’s pimping you. 

ON HEALTHCARE
Does Obama plan/support the removal of private insurance companies from the healthcare equation and the institution of a single-payer healthcare system? Not at all.
 
ON ABORTION

I have my own views on the toipic, which i will not infuse into this missive. However, I will point out that Obama says he is for one side of the subject, but thrice has he voted the opposite way.
 
MORE SCHOOLS THAN PRISONS
No, actually, in June 2008 while he was talking about that – he voted to allocate 178 million to Federal prisons. which is almost 50% of the $352 million he voted to combat drug trafficking and related violence in Mexico, not to mention $65 million for similar programs in Haiti, the Dominican Republic, and certain Central American countries.
Sounds noble enough. but we already know how the USA moves in these type of situations.
The War on drugs is the War on the people and is just an excuse to backstab their partners and seize land as well as human resources (prison/slavery) and i mean that from Mexico to Manhattan.

They dont exist. At best, the President elect is a Right Wing Liberal.
‘The Democratic Party, as history has demonstrated time and again, is the graveyard of all social protest movements.’

ARE THE FEDS LISSNIN?

Like all federal agencies, the Department of Justice (DOJ) generally has  to disclose records requested in writing by any person.This is protected by the Freedom Of Information Act.  However, since there are about 12 exclusions and exemptions they still can withhold things from you. The FOIA applies only to federal agencies not records held by Congress, the courts, or by state or local government agencies. Each state has its own public access laws that should be consulted for access to state and local records.

  Below you will find a list of  FOIA contacts for very specific Federal offices.

There is no real fee to make a FOIA request but they will charge you the direct costs of providing the information. They break it down in three fee categories

  • commercial use requesters;
  • news media, educational, or scientific requesters; and
  • all other requesters.

Commercial use requesters are charged for search time, document review, and duplication.

 News media, educational, and scientific requesters are charged for duplication only, after the first 100 pages.

All other requesters are charged for search time (after two hours) and duplication (after 100 pages). In all cases, if the total fee does not exceed $14.00, the Justice Department will not charge any fee at all.

In your request letter you may make a specific statement limiting the amount of fees you are willing to pay. If you do not, the Justice Department will assume that you are willing to pay fees of up to $25.00. If your estimated fees exceed $25.00, you will be given the opportunity to narrow your request in order to reduce the fees or you will be asked to express your commitment to pay the estimated amount.   • In order to protect your privacy as well as the privacy of others, whenever you request information about yourself you will be asked to proove that you are who you say you are. You do this by (1) completing and signing Form DOJ-361   (2)having your signature on your request letter witnessed by a notary(3) including the following statement immediately above the signature on your request letter: “I declare under penalty of perjury that the foregoing is true and correct. Executed on [date].” If you request information about yourself and do not follow one of these procedures, your request cannot be processed.  In making your request you should be as specific as possible with regard to names, titles, dates, places, events, subjects etc. Be careful with this one. I have a feeling that if you put too much info you wont get everything they have on you.
  •  Be careful of what you ask for and know that the Feds may be monitoring things you aren’t even considering. In addition, if you want records about a court case, you should provide the title of the case, the court in which the case was filed, and the nature of the case.

     

    Some Federal agencies like DEA and FBI get thousands of requests a year…but they can are required to respond to your request within 20 business days from the day they recieve it. Note that they wont send your records, they will only acknowledge reciept and inform you of fees and other pertinent infromation.

PROJECT MENTALITY

                          The Powers Projects that be…. 

Moving right into the discussion at hand is the reality of  what we call The Hood inside of The Hood. Inferring that the hoods are  places where black, brown, yellow, red, and sometimes white live under circumstances that no other people would desire. Likened to war zones, prisons, and sometimes death traps.

Then you have The Projects.

Nestled snugly in the clutches of divide and conquer land- demonstrating that people can be divided and conquered in an array of landscapes, hills, sometimes mountains.

Men & Women  spread themselves thin without many chances to get  ahead with out the boost of a case manager or  agency coming to save the day. We call it what it is. I said it, we call it what it is, and it’s deep seeded, internalized & super sized so the beast can keep on.

IAsia, what beast are you speaking of?? How many lovers of G Dub do we have in the place?? (You know G Dub, the president of the u.s.?)  Well, the projects have their own types of  presidents, vice presidents, treasurers, and secretaries. You know what I mean: some people run shit, kind of run shit, are concerned with money, and the people who know the business, street level of  course.  The powers that be see that.

Look at the differences between them and us. They feel that they own the projects, and they probably do, however they don’t live there, do they?? Once a person internalizes an idea, and lives it, you can’t take that from them, so it’s better to just let us speak on it to get some basic understanding such as this. In other words, allow civilized people to do what they were mandated to do. Here is your hierarchy…

                               The Projects and the Powers that Be…

Federal government-White house, enough said. Who pass laws, bills, and provide funding for HUD.

The HUD Executive Director is appointed by the president of the US. So in addition to the Secretary of State, Secretary of Defense, the president has his ED that get him and his systems close range to the men, women and children in the poor parts.

Each city has a HUD office

Each city has a Housing Authority.

Every Housing Authority must have a board, and the Executive Director’s bosses are found in the Board.

The Mayor appoints a Board Chair making the Executive Director of HUD, under the City. (Side bar, Board Chairs and Mayors are usually tight; you know play golf together, talk money, power, control, sex, all that shit)

                                      The Projects That Be

All Housing Authorities have what are known as Tenant Councils, thus allowing an impressive 2 housing residents the honor of being tenant council members or board members.

The Housing Authorities tenant councils bring the problems of the projects to the ED and his people in some type of a monthly forum, meeting. Giving the nice people a chance to eat some soul food, and see the hood side of the ED as he laughs, and acts like a big daddy listening to the people complain.. Side bar, the Board is concerned with a few things, and we would be crazy to act as if: money, purchase, and budget weren’t the biggest gist of their agenda.

What are you trying to say Asia? Well good people, if the projects are occupied to the maximum, and there are two people that are to be the spokes people for the rest of the hood, its no wonder why there are so many Christmas parties, and rib fests, and Easter programs, and things like that. Don’t get me wrong, I love the fact that the tenant councils manage the food banks, and look out for the programming, however my good people, CIVILIZATION is key here. The environment where women and children are supposed to thrive and work long side the elders who are usually the tenant council reps. The projects that be, and the powers that be collide more than they glide. They lack cultural sensitivity most times, and use the projects over all programming, intended for people, whether senior high rises or community housing to keep it blue collar????? You’ve got to be joking me right? How is it, that me and my people are out here teaching, living, and breathing in the illest conditions get what they get? I will be there continuing to grab those babies up by the arm full, car full, and whatever other way possible to get them in an environment to understand the full dynamics of the projects that be and the powers that be…..Your Sister in the inevitable conquering of Divide and Conquer

The Stop Snitching thing has been marginalized as some sort of a Fad. Thanks to the help of the Stop Snitching T-Shirts.
Once again, the reactionary citizens of the hood as well as our favorite friend, the media has found a way to taint and demoralize yet another movement (note the difference between movement and organization)

WHATS THE HUB BUB BUB?
The snitching thing  really hit the fan with the Israel Ramirez situation. Or to some of you, the Busta Rhymes Situation.

I’m not sure where it has started,,but now there is an
Anti – Stop Snitching movement. And let me tell you. Some of you people are TOUGH. With your stories of stray bullets, and molested children etc. etc. etc. It makes it hard to defend- for some.

Its a good thing that some of this land is STILL America.
In The America that I Grew to know and Love you dont have to defend a damn thing about your personal principles (but you better be prepared to). So though I do not talk to police, I do not question your decision….please respect mine.
Because it is a serious a lifestyle choice, not a fad.

WHY I DONT SNITCH
When i was 7 or 8 my father sat me down at the table. I saw him every week or so. Give or take. It was one sunday morning that he decided to give me that all important “Father-Son Talk”. No, not that one…He was 2 years and 3 porn tapes too late..

He said “Son…Don’t be a rat. The Police will tell you that if you rat, they will let you go…but they wont. They’ll lie and they’ll put you and your friend in jail. And when you go to jail,,.everyone will know that you were a rat. Just do your time son. If you didnt do it and your friend did it? Dont worry, Just do the time and come out.”
If it is possible for me to remember a 22 year old speech verbatim- then that is exactly what he said.

But why did he say it?
Had he recently been ratted on? Did he rat? My grand father was a loan shark/ money lender back in Panama. Had he given my father the same talk back in 1952? At any rate..it stuck in my head. Never have i told. From the 2nd grade good list-bad list to well…more adult issues. See, this was before the t-shirts. before “the fad”.

ITS BIGGER THAN HIP HOP
People say “Stop Snitching” is a HIP HOP thing. It isn’t hip hop. Its honor. Remember Oliver “I do not recall” North?
I doubt he likes RAP. However..he went before the senate committees and though he was clearly aware of all of this Iran contra middle eastern arms hostage nonsense..Of course the dynamics of his decision are complex, however, the principle is the same.

It aint hip hop. In Non-Black Organized crime, for example the alleged Mafia, (which i’m not sure even exists) the Alleged principle of Omerta isn’t based off of hip hop.
Lets talk about the POLICE. How about your Blue Wall Of Silence?
What’s that? That’s when Police Officers limit their cooperation with investigators when it comes to their own behavior not becoming a public servant. Officer Frank Serpico took a bullet in the face and was left for dead for it in 1971.
The indictment of Stop Snitching as “Hip Hop”, “Unrealistic” “Vigilante” or “Juvenile” is an attempt to marginalize our youth and portray us as an irresponsible and dishonorable generation. Now. Let us not get it twisted.
The term snitch is not a light one to be hurled about liberally. It is not a witch hunt that I am advocating.

WHO’S A SNITCH
Look, we aren’t talking about your friendly neighborhood grandmother; or a person who honestly believes that the police are here to protect and serve. By no means do i advocate putting a razor to the face of anybody who has that little blue shield on their speed dial. A certain understanding has to be lended to someone who selflessly observes the wrong doings of others and reports them to authority for the sake of obeying the law or ensuring safety.

This code applies to those who have, either through word or action, united them self with the idea that the police are not for the people, whether they are engaged in so-called criminal behavior or not. We never want to confuse concerned citizens with snitches. If you actually think that the police are here to protect and serve? You are not a snitch. You do, however, need to be politically educated. on the identity of the real criminals and your true enemy.
Most people call the police out of frustration, fear and ignorance. Knowledge overcomes all three.
This is not an insult. We all have needed crash courses in political education at one time or another.

I read the words of a well respected brother. He said that STOP SNITCHING best applied to revolutionaries like Huey P. Newton, Bobby Seale and Che Guevara. NOT ‘innerganghood’ violent drug thug crime dogs. Hmmm.
I really dont know what an innerganghood violent drug thug crime dog is. I DO know that there’s a lot more to this campaign then the above sentiment. Agreed, it is a personal choice, but there is nothing revolutionary about talking to the police.
The Panthers abovementioned stood up against the police because they were facist. I dont think Huey P. Newton was for the prison industrial complex as long as people were “guilty”. I know that Dr. Newton spoke to the conditions that fostered and nurtured innerganghood mentality and actions instead of alienating the said population.

THE BLOOD OF THE INNOCENT:
Ok. Well Mr. Victorious, what about the babies,,what about stray bullets hitting babies and children being raped, what about your house being burgalarized? Surely you arent advocating that the guilty people should be left free?
My answer to that is Hell No. With every action, there WILL be a penalty or reward.

However, we are here to say that the legislative and judicial system is so flawed that we no longer trust those who enforce these laws. I am not against punishment. I am against improper investigation of events, lack of interest in motive, MOB mentality, injustice and the such.

STREET JUSTICE VERSUS COMMUNITY CONTROL?
We ARE for community control! We say that each community should have people who instill and enforce codes of conduct that are respectful to and appreciated by the community. The rewards and punishments should also be agreed upon by council.
That being said, I am all for bringing offenders to justice. I just don’t think that we should invite an agency outside of our community or ideals to handle our personal or social affairs. This is NOT vigilantism.
A Vigiliante is One who takes or advocates the taking of law enforcement into one’s own hands. Unlike the above, I am not advocating a personal brand of justice. Street Justice is administered by the Police everyday.
Adding on, if you advocate the police’s form of street justice? Then perhaps you have an issue with what RIGHTS you think you deserve as a citizen of this great nation.

Violence begets violence. This being the case, I am aware that relying on the People/Community leaves you alienated by the LAW as well as the same people you have sworn to protect (the grandmothers and uncles and other concerned citizens).
I am aware that if you live by the sword you die by the sword. etc. etc. However, justice is for ALL…that being said,. whatever be..shall be.
IF WE DONT SNITCH WHAT SHALL WE DO???

In reality, the success in EVERY police operation from the Beat” to Crime Solving relies heavily, if not soley, on the cooperation of the People/com..munity.This being said, If the “Hood News Network” cant find out who- the Police damn sure would never find out. This is true because they rely on info from informants and witnesses. They work hand in hand.
The problem is that the people trust the police more than they trust themselves with this vital information.
Now, the only time crimes can be solved without the participation of the People is thru Surveillance (wire/video taps etc.) and we dont want Big Brother Watching us Do we? Of course not, becasue we dont really trust him.

This isnt a short term problem, so the solutions wont be either

Biblical Snitch: Judas. betrayed Jesus to the government with a kiss on the cheek for 30 pieces of silver. later hung him self wrought with guilt.

Biblical Stand Up Guy: Peter. Cut a soldier for trying to take jesus upon arrest. Later on denied he knew jesus whatsoever. three times. of course it didnt make any sense. However..he was keeping it Trill
